Sutton Vane Associates was commissioned to write a strategy for the overall lighting of Hastings and St Leonard's. This document put forward some concept ideas to satisfy the need for new decorative lit structures along the seafront. The original concepts were developed up and an initial group of Winds of Change lights have been installed. Each light has a wind vane which is attached to a colour wheel above the up-light. As the direction of the wind changes so the colour wheel moves and changes the colour of the light that is shone up onto the sculptural reflector. This reflector acts as a lit decorative object and also puts coloured light on the ground. On blustery days the colours change a lot, on calm days the colours hardly change at all. The mechanism is very simple and robust.
